با این نامه میخواهیم توجه شما سازمانهای جهانی کار و نهادهای حقوق بشر را در باره تبدیل شدن مرزهای غرب و شرق ایران(کردستان، آذربایجان غربی، کرمانشاه و سیستان و بلوچستان) را به قتلگاه کولبران، جلب کنیم و از شما تقاضا داریم علیه این توحش آشکارا ضد انسانی رژیم تبهکار اسامی در ایران را تحت منگنه فشار قرار دهید. و خواهان قطع شلیک توسط مرزبانان بطرف کولبران شوید.
سالهای سال است که هزاران نفر از جوانان و کارگران بیکار از سن نوجوانی و زیر سال تا سالمند ٧٠ ساله در مرزهای غرب و شرق ایران به کولبری مشغولند. در این سالها صدها نفر از این کولبران در مرزها مورد حملات مسلحانه با سلاحهای جنگی و ساچمه ای توسط نیروهای مرزبان فرار میگیرند.
هر روز در اثر شرایط اقتصادی و تورم بالا زندگی بر مردم ایران تلختر میشود. پیدا کردن موقعیت شغلی در تعدادی از استانها از جمله در کردستان، سیستان و بلوچستان و خراسان شمالی برای جوانان تحصیلکرده کم و کمتر شده، اخراج و بیکارسازی و تعطیلی پروژه های ساختمانی که کارگران این مناطق مشغول بکار بودند، بیشتر شده، بیمه بیکاری، تامین معیشت، دارو و امکانات رفاهی که زندگی جوانان و کارگران بیکار شده را تامین کند، وجود خارجی ندارند.
سیل روی آوری به کولبری افزایش چشمگیری دارد.
حکومت جمهوری اسلامی ایران، با قوانینی که فقط روی کاغذ سیاه شده، صدور کارت کولبری را به تصویب رسانده، اما اخذ کارت کولبری طبق گفته های کولبران در سخت ترین پروسه اداری انجام میشود. تعداد معدود کولبران که کارت کولبری هم دارند، حاضر به تن دادن به قوانین گمرکی و ادرای نیستند.
هزاران جوان و کارگری بیکار هم اکنون مشغول کولبری هستند. کولبران از روی ماجاری با بارهای سنگین باید ساعتها در مناطق صعب العبور از ارتفاعات بسیار سخت سنگی و جنگلی عبور کنند، ساعتها در گرو گذاشتن جان برای نان زندگی هزاران نفر کولبر شده است.
حکومت اسلامی ایران هر روز تعداد مرزبانان را بیشتر و آنها را با تجهیزات جنگی و ساچمه ای مسلح کرده است.
در آبان و آذر ماه سال جاری شمسی(١٤٠٢) چندین کودک کولبر در حین کولبری در مرزهای کُردستان مجروح شده‌اند که بالاترین آمار طی سالهای اخیر بوده است. اسامی و هویت کودکان کولبر زخمی آبان ماه؛
۱ـ شهرام امینی ۱۷ ساله اهل سقز، در تاریخ ۹ آبان ۱۴۰۲ در مرز بانه در اثر انفجار مین مجروح شد.
۲ـ مبین (فامیلی نامشخص) ۱۶ ساله و اهل نودشه، در تاریخ ۱۷ آبان ۱۴۰۲ در مرز نودشه با شلیک مستقیم نیروهای هنگ‌مرزی مجروح شد.
۳ـ آرین محمدی ۱۴ ساله و اهل سنندج، در تاریخ ۲۳ آبان ۱۴۰۲ در مرز بانه با شلیک مستقیم نیروهای هنگ‌مرزی زخمی شد.
۴ـ ایمان (فامیلی نامشخص) ۱۷ ساله و اهل سنندج، در تاریخ ۲۳ آبان ۱۴۰۲ در مرز بانه با شلیک مستقیم نیروهای هنگ‌مرزی زخمی شد.
۵ـ بارزان عثمانی ۱۷ ساله و اهل سقز، در تاریخ ۲۴ آبان ۱۴۰۲ در مرز بانه با شلیک مستقیم نیروهای هنگ‌مرزی زخمی شد.
۶ـ حمیدرضا حافظی ۱۷ ساله و اهل سقز، در تاریخ ۲۴ آبان ۱۴۰۲ در مرز بانه با شلیک مستقیم نیروهای هنگ‌مرزی زخمی شد.
۷ـ فرزاد حسینی ۱۷ ساله و اهل سقز، در تاریخ ۲۴ آبان ۱۴۰۲ در مرز بانه با شلیک مستقیم نیروهای هنگ‌مرزی زخمی شد.
۸ـ ماهان موسوی ۱۶ ساله و اهل سقز، در تاریخ ۲۷ آبان ۱۴۰۲ در مرز بانه با شلیک مستقیم نیروهای هنگ‌مرزی زخمی شد.
۹ـ سرکوت عباسی ۱۶ ساله و اهل سقز، در تاریخ ۲۶ آبان ۱۴۰۲ در مرز بانه با شلیک مستقیم نیروهای هنگ‌مرزی زخمی شد.
۱۰ـ دانا فرج‌پور ۱۷ ساله و اهل سقز، در تاریخ ۲۶ آبان ۱۴۰۲ در مرز بانه با شلیک مستقیم نیروهای هنگ‌مرزی زخمی شد.
١١ـ زانا دهقان، کودک کولبر ١۷ ساله اهل شهر سقز با تیراندازی نیروهای هنگ‌مرزی در نوار مرزی هه‌نگەژال بانە زخمی شد.
١٢ـ سیروان شریفی، کودک کولبر ١٧ سالە با تیراندازی نیروهای هنگ‌مرزی در مرز هه‌نگه‌ژال بانه زخمی شد.

اسامی سه کودک کولبر جانباخته در ارتفاعات برفی مریوان ـ اورامان به نام‌های فرهاد خسروی ۱۴ ساله، آزاد خسروی ۱۷ ساله و اسماعیل ساوجی نژاد ۱۶ ساله شوک بزرگ انسانی و اجتماعی بود که برای مردم فراموش شدنی نیستند.
فاروق علیزاده، کودک ١٧ ساله کولبر، بامداد یکشنبه، ۵ آذر (۲۶ نوامبر)، در مرز هنگه‌ژال بانه با شلیک مستقیم نیروهای مسلح جمهوری اسلامی ایران کشته شد. با کشته شدن این کودک کولبر، شمار کولبران کشته‌شده در مرز بانه در دو ماه اخیر به هفت نفر رسید. پنج تن از این کولبران پس از سفر سه هفته پیش ابراهیم رئیسی به کردستان و اظهار مخالفت او با کولبری، کشته شده‌اند.
با استناد به آمار ثبت شده در میدیای اجتماعی(کولبر نیوز و هه نگاو) از ابتدای پاییز، از اول مهرماه تا اول آذرماه ١۴٠۲، جمعاً ١۵۴ کولبر در مناطق مرزی کوردستان بر اثر عواملی هم‌چون تیراندازی مستقیم نیروهای هنگ‌مرزی، ضرب و شتم توسط نیروهای نظامی رژیم و رفتن روی مین، کشته و زخمی شده‌اند.
از این تعداد جمعاً ۹ کولبر کشته و ١۴۵ کولبر نیز زخمی شده‌اند. از مجموع ١۵۴ کولبری که کشته و زخمی شده‌اند ١۴۱ مورد معادل (%٩۲) با تیراندازی مستقیم نیروهای نظامی صورت گرفته است.
اسامی کودکان کشته شده، آمار سه ماه مهر، آبان و آذز سال ١٤٠٢ سند گویایی است از جنایتهای بی شمار حکومت اسلامی در ایران.
ما از شما تقاضا داریم علیه این توحش آشکارا ضد انسانی رژیم تبهکار اسلامی را تحت منگنه فشار قرار دهید. و خواهان قطع شلیک توسط مرزبانان بطرف کولبران شوید. کودک کشی کودکان کولبر را محکوم کنید. و رژیم حکومت اسلامی ایران را به عنوان رژیم آپارتاید جنسیتی، ضد کودک تحریم کنید. از سازمان یونیسف تقاضا داریم، به جرم کودک کشی و تبدیل کردن زندگی به میدان جنگ و گرفتن حق حیات کودکان بجرم تلاش برای معیشت، رژیم تبهکار اسلامی را در دادگاه های بین المللی محاکمه کنید.

An open letter to the ILO, international human rights organisations and UNICEF:
The killing of Kolbar workers and children by the Iranian regime must stop
With this letter, I would like to draw your attention to the fact that the western and eastern borders of Iran (provinces of Kurdistan, West Azarbaijan, Kermanshah, and Sistan-Baluchestan) have become a slaughterhouse for Kolbars (workers who transport good across borders to earn a living). I call on you to stand up to this savagery of the criminal regime of Iran, and demand an end to the shooting of Kolbars by the Iranian regime’s border guards.
For years, thousands of young people and unemployed workers, from teenagers to people in their 70s, have been arduously working by transporting goods on their backs across the western and eastern borders of Iran. However, during this time, the Kolbars have been routinely shot at and killed by border guards with military-grade weapons and shotguns.
The dire economic situation in Iran has forced the working people into poverty and great hardship. In a number of provinces, including Kurdistan, Sistan and Baluchestan and North Khorasan, finding a job has become harder and harder for many, while redundancies and termination of construction projects have added to the number of people out of work. This is at a time when unemployment benefit and other provisions to protect the unemployed are non-existent in Iran. That is one of the reasons that many unemployed workers decide to work as a Kolbar despite the severity and the dangers of the work.
With laws which only exist on paper, the authorities in Iran have approved the issuing of permits for Kolbars. However, convoluted bureaucratic procedures mean that very few Kolbars actually succeed in obtaining a permit. Nevertheless, forced by economic necessity, thousands of young people and unemployed workers continue to work as Kolbars, carrying heavy loads through dangerous and virtually impassable terrains, while risking their lives. In the meantime, the Islamic regime authorities have continued to increase the number of border guards, arming them with weapons and shotguns.
The victims of the shootings and landmine explosions by the Islamic Republic border guards include even youngsters and children. In the past two months alone, the highest number of children injured was recorded, among them the following:
1- Shahram Amini, 17, resident of the city of Saghez, injured by a landmine explosion on 31st October, on the border of Baneh;
2- Mobin (surname unknown), 16, resident of Nodsheh, injured after being shot by the border guards on 8 November, on the border of Nodsheh;
3- Arin Mohammadi, 14, resident of the city of Sanandaj, injured after being shot by the border guards on 13 November, on the border of Baneh;
4- Iman (surname unknown), 17, resident of Sanandaj, injured after being shot by the border guards on 14 November, on the border of Baneh;
5- Barzan Osmani, 17, resident of Saghez, injured after being shot by the border guards on 15 November, on the border of Baneh;
6- Hamid Reza Hafezi, 17, resident of Saghez, injured after being shot by the border guards on 15 November, on the border of Baneh;
7- Farzad Hosseini, 17, resident of Saghez, injured after being shot by the border guards on 15 November, on the border of Baneh;
8- Mahan Mousavi, 16, resident of Saghez, injured after being shot by the border guards on 18 November, on the border of Baneh;
9- Sarkout Abbasi, 16, resident of Saghez, injured after being shot by the border guards on 17 November, on the border of Baneh;
10- Dana Farajpour, 17, resident of Saghez, injured after being shot by the border guards on 17 November, on the border of Baneh;
11- Zanah Dehghan, 17, resident of Saghez, injured after being shot by the border guards, on the Hangezhal border of Baneh;
12- Sirvan Sharifi, 17, injured after being shot by the border guards, on the Hangezhal border of Baneh.
On Sunday 26 November, child Kolbar Farogh Alizadeh, 17, was shot and killed by the Islamic regime’s armed forces on the Hangezhal border of Baneh. The killing of Farogh Alizadeh brings the number of Kolbars killed in the past two months on the border of Baneh to seven. Five of the Kolbars were killed following statements by the Islamic Republic President Ebrahim Raisi in his trip to Kurdistan three weeks ago, when he spoke against the work of the Kolbars.
In December 2019, the bodies of three children, by the names of Farhad Khosravi, 14, Azad Khosravi, 17, and Esmail Savchinejad, 16, were found on the snowy mountainous of Marivan-Oraman, sending shock waves and deep grief across Kurdistan and the whole of Iran.
According to figures published by the news and monitoring sites Kolbar News and Hengaw, from 23rd September 2023 to 22nd November 2023, nine Kolbars were killed and 145 were injured as a result of firing by the border guards or by being beaten up by the regime’s security forces or following landmine explosions. The cause of death or injury in 92% of the cases was direct shooting by the regime’s armed forces.
These figures and the list of child workers killed or injured by the Iranian regime’s security forces are part of that regime’s policy of murder and crimes against the people of Iran.
I call on you to condemn in the strongest possible terms these murderous actions of the Iranian regime and the killing of child Kolbar workers. I ask you to put pressure on the Iranian regime to immediately stop the killing of Kolbars and Kolbar children. I call on the International Labour Organisation (ILO) to expel the regime of Iran from that organisation for this regime’s blatant violation of workers’ rights and the killing of maiming of Kolbar workers. I call on the UNICEF to proscribe the regime of Iran for its murdering of Kolbar children.
The killing of Kolbars and Kolbar children must stop. The Islamic regime of Iran must be globally boycotted for its atrocities against Kolbars and for all its crimes against humanity.
